You should be able to use pretty much ANY computer for that function. I think that you could configure something like Open WebUI to do this.
BUT to answer your question... mini PC motherboards are manufactured entirely in China.
The CPU/GPU is made in TAIWAN
The memory is soldiered (probably made in China)
The motherboard is made in China
The hard drive is probably made in China.
So WHY... what is your issue with CHINA? But the best you can do is buy a bare bone system and buy the memory and hard drive you want.
I have never had a PC break on me for no reason.
The very next AMD CPU will have the 780m which is a HUGE upgrade in graphics. I would look for a 7840HS or a 8745HS. But what gets me is that you can find them for this price on ebay (plus or minus $25).
And I don't think I would recommend soldered RAM on a mini pc.

First of all... what is your problem with China? You don't want it made in China... well you need to explain this to ALL THE US manufacturers.
BUT to answer your question... mini PC motherboards are manufactured entirely in China.

Acemagic: "Our software developers, in an effort to enhance user experience by reducing initial boot time, made adjustments to the Microsoft source code, including network settings, without obtaining software digital signatures, and the RGB lighting control software was also without one. This oversight led to isolated reports of virus-infected mini PCs manufactured before November 18, 2023."
They were lax in their digital signature network security a couple of years ago when trying to make their slow devices faster. That resulted in viruses able to get onto systems. There was no hardware or software "malware" installed, the digital security software has long since been strengthened, and there have been no repeats of the problem. Fake outrage over things like this when trying to get a computer on the cheap is silly.
It would be better to stick to facts in the present tense, with the present device, such as information on whether it lives up to its stated specs and prices.
