After the product is removed from the store's inventory, unsold supply is returned to the manufacturer, who usually arranges for discount stores like Dollar Tree, TJ Maxx, Marshall's, etc. to take it. These stores will usually still accept returns.
When the discount stores decide to remove it from their inventory, it's packed up and sold by the pallet to liquidators like Woot, Liquidation.com, etc. These companies generally do not accept returns. Their job is to sell off the inventory, not provide you with service like you'd expect from a store.
Anything they can't sell is usually packed into mixed pallets (lots of different products in one pallet) and auctioned. Usually people who buy those break apart the pallet and sell the individual items on eBay. Whether they want to bother with returns is up to them.
