I don't see a lot of purpose between charging one device at 140w, two devices, at a combined speed, I would guess if you had to power on a 100w laptop, and then be able to use the same cable to charge your phone, smartwatch, or other lower wattage devices at the same time. I would rather have 2 cables running from power brick to the laptop and phone separately, and you could use a couple of cable ties to combine them if you wanted them to be combined.

For traveling, with a power bank, you could charge a phone and laptop and use the 2nd port to charge the power bank.
For road trips, you can charge a phone and a peltier phone cooler by 1 wire. (Splitter didn't work well)

If you have two devices that support 28V, great.
But if one device supports 5V only, the other will throttle to 5V too.
