REI branded items are typically pretty solid. I typically have no issue spending a bit more cash at REI since they're local to me and with a membership that will often times pay for itself, the 1 year return policy.It's a solid piece of mind for me and typically worth an extra few dollars - this particular sale is pretty meh but they do run sales throughout the year and give out 20% coupons to members that can net you 20% off things that never go on sale at REI and elsewhere.

REI definitely focuses on quality more than other big box outdoor retailers. Their return policy is also pretty generous. Some stuff is definitely more expensive at REI but that's a function of it being a co-op

No, ReSupply sells used gear and apparel. They don't have brick and mortar outlet stores, the outlet is a section of the online store.
