Edit: There is a $109 packout tool bag that triggers the threshold

If the website is telling you that you need to spend $1 more to save $50 then that means that you only have a total of $249 in your cart which happens to be the price of the Packout Tool Box which means that you only added the Packout Tool Box to your cart at the time you posted your comment. If you had added both items, then your cart would have totaled $358 ($249 for the Packout Tool Box 48-22-8420 + $109 for the Packout Dolly 48-22-8410) before the $100 savings from the "spend $350 to save $100" promo. It's just math.
If you don't believe me, then just look at the 3rd picture in the deal posting above, it's a pic of my cart which clearly shows both the Packout Tool Box and the Packout Dolly in my cart with the tool box priced at $179.45 and the dolly priced at $78.55 which totals to $258 which is $358 less the $100 savings from the spend $350 to save $100 promo.
