The 5800X is a mighty fine CPU, although it can be powerhog. I actually transitioned to the 5800XT last year after they went on sale for $124 on Amazon last year and I repurposed it by including it in a new PC I built last year which I gave away to my brother.

You can also do this by simple setting 1 value in just about any motherboard's UEFI.
For boards that don't have a single "TDP" setting, then set 88W PPT, 60A TDC, 90A EDC to limit it to the same as any Am4 65W TDP chip. This only slows my 5800X chips in my home servers by 8%. Instead of something taking 10 seconds to complete, it would complete in 9.2 seconds - not a huge difference. A Negative 20 curve optimizer value brings the performance back, and has been solid on my chips. -30 would generate an error about once a week, but was stable in various load tests for days. I run three 5800X chips, and two 9600X chips in my systems.
My 9600X chips can do an incredible -39 CO stable in various stress tests, so I run them at -30. 40% faster per core than the 5800X, and 20% faster all-core.

Set the PBO/Eco to 65w if you want it to run cooler and more efficient. I have my 7900x set to 65w and the actual power draw hits 95w on that setting (65 is the rated heat output) it's been so much nicer in my room with it turned down lol and I don't even notice a difference in games.

You should be able to do it in your BIOS (AI Tweaker>Precision Boost)
Or you can use AMD's Ryzen Master to enable eco mode, not sure if there's any difference. When I loaded up ryzen master for the first time it already shows me being in eco @ 65w so it probably communicates with the BIOS somehow.

The $80 5500X even seems like a better price. You only get two more cores (133%) with the 5800X for 225% of the price.
