Best Buy Geek Squad's refurbished inspection isn't very reliable in my experience. I once bought a refurbished AirTag (excellent condition), but when I tried to activate it, I got a message saying it was still locked to the previous owner's Apple account. They advertised it as being in excellent condition, but cosmetically it was actually worse than used airtag I've bought on eBay. Best Buy clearly didn't check it properly before reselling it, and I ended up wasting time returning it.

You can just manually reset an AirTag that's already registered to someone else's account. I've done it numerous times when buying used AirTags. Takes about 10 seconds.

You cannot do it by yourself. This is from apple (1st and 2nd are the same):
"An AirTag can be associated with one Apple Account. If you want to use an AirTag that someone else has used, they need to remove the AirTag from their Apple Account first. If the previous user removed the AirTag from their Apple Account but they were out of Bluetooth range of the AirTag, then you need to reset it before you can use it with your devices."

isn't this the same as what Ignatz said? unless Apple has a a type of reset only they can do?

That's assuming the previous owner/user removed it from their account prior to returning it to Best Buy. If it was you could easily reset it yourself, but if it's still tied to the previous user's account I don't think you can use it at all.

gotcha.

I read your quote as: as long as the air tags are out of bluetooth range of the previous owner, resetting the air tag would clear any connections.
