Correction: I originally thought you would get white meat too, since if you click on the deal it takes you to the product page which says specifically that you get both. But if you add it to the cart, it changes the bucket to thighs and drums only (which seems a little deceptive). The terms mentioned in the OP are hidden behind a fine print link, which seemed contradictory to what the page was showing, which I chose to believe instead.
Community Reviews
KFC's $15 12 piece bucket is a flat price chicken deal that works out to the same $1.25 per piece as the Tuesday 8 piece offer, but with four extra pieces and the flexibility to order any day. The bucket is often described as dark meat only, usually drums and thighs, and the app or product page can show mixed pieces before changing in cart. Availability is spotty by market, and some locations do not honor the promo. The deal is most useful when you want more chicken without paying a la carte prices.

Quite a while back, I looked @ Popeye's {never had it} & like you, I couldn't believe what I was seeing.
analyze the deal and see who is right about what the best deal actually is.

Calculated per-piece costs and discount percentages across deals
Per piece they're identical. The split is on which metric you use.
The numbers:
This deal: 12 pc / $15 = $1.25/pc
Tuesday deal: 8 pc / $10 = $1.25/pc
12 pc à la carte: $27.99 → $2.33/pc
8 pc à la carte: $20.49 → $2.56/pc
% off à la carte:
12-pc deal: ($27.99−$15)/$27.99 = ~46% off
8-pc deal: ($20.49−$10)/$20.49 = ~51% off
Who's right:
Isitbudgetfriendly — right after the correction. Not cheaper per piece, but bigger % off (because the 8-pc à la carte is overpriced, which inflates the discount).
bugblatter and RelaxedRoad8013 — right. Same $/pc, $5 per 4 pieces either way.
Gameross — right that it's not new, but the Tuesday deal is Tuesday-only; this one runs through 7/12 any day.
XealO — wrong, and admitted it. 12 vs 8 is 4 more pieces (50% more), for 50% more money. It scales linearly, not "2 pieces."
Bottom line: there is no cheapest — both deals are $1.25/pc. Pick by what you want: more chicken any day → 12-pc; smaller portion / biggest headline discount / Tuesday → 8-pc.
