I don't think this is true. The cart is the license. It is not tied to a Nintendo account. You can download games before they are even released if you were to get a game key card beforehand (see Star Wars Outlaws and NBA 2K26 leaked footage). There is no "digital ownership".

The card IS playable offline (granted it has been downloaded). The card is the license. You can still download WiiWare and DSiWare you have purchased today. The store is offline, however, any digital games you purchased are still accessible.
