I have dozens of google accounts, some with more activity than others, used more frequently in certain browsers than others. I tried navigating to the play store and browsing around on two of my active accounts across Comet and Arc on Mac and iOS with no success.
A few hours passed, I opened Orion on mobile, which happened to have a different, less used account logged in, and immediately upon opening the play store page I got the ad, the discount showed up in the cart and I checked out with the $16.25/mo Unlimited Premium for 12 months, for like $.10.
Activation was simple enough, but I'm having trouble getting the tablet eSIM generated (just spins, ordered a physical but still..) and I don't see anywhere to connect my Watch, if anyone could help!
Edit: Another data point -- the two accounts I didn't have success with also are in the same Google family. The account I succeeded with was not.
