I guess most users here may not be looking at the right play page which by default lands into the Games tab. You need to go to the Phone Apps tab to see the promo, which usually is the first ad banner on the top-left. Here's the exact URL - https://play.google.com/store/apps
Took me a while to figure this out as I was also not seeing the banner using my multiple google accounts. Turns out it was hiding all the time under the Phone apps tab. Got my teenager the Essential plan on his iphone. Should be good for a year, and much better than his previous Lycamobile 15GB plan at $8 per month on a 6 months promo.
Was waiting for 1 year Infomobile 15gb deal on amazon for $100 or less for several weeks, and that popped up as well on amazon for about $100 today after all promos, but I think Fi is much more stable and better than Infimobile. Was worth the wait.

That said, 2 of the popular methods used by cellular svc providers to detect hotspot traffic is via TTL field, which should be 64 in IPV4 if no hotspot enabled. It'd become 63 or lower if there are routers downstream. One way to get around it is to configure your PC/MAC or other hotspot/tether client m/cs to start with TTL as 65. I'm sure you'd find methods mentioned online, based on your devices, to do this setting.
The other is method used to detect is they'd sniff DNS-query packets to see if there are some weird destinations, like Windows destinations, eg., Windows-update-servers etc. and then disable those flows. If you configure a VPN on your hotspot clients AND set them to use a secure private DNS servers, you could defeat this tactic of detection.
There could be other techniques the svc-providers use, but going into those is unnecessary rat-holing and should be done a case-by-case basis if these above techniques fail. HTH.

However...
Despite being aware that those were the phones I had (they ask at signup), they said nothing until a couple of weeks later when they sent a message saying that my (no longer updating) Android level was not high enough for the features I was using, and unless I got new phones or somehow managed to update to Android 10 or later, they were going to disable many features, including the one we use most - wi-fi calling. And then a week later said "Visual Voicemail" was also going to be disabled.
We use our phones for calls and texts and to control IoT devices. We stream nothing, and the old phones were working perfectly, but we had to spend $700 with Samsung on two refurb 'new' phones.
Be aware that those terrific discounted phones they constantly tout in emails for subscribers are only for those using their top tier plans. The regular plans don't qualify. But they don't tell you that until you select one and go to check out and then you see full list price.
Additionally, you better hope you NEVER need tech support because they're just responsive and lovely for the first couple of weeks and then stop responding, guiding you to their often wrong user base for 'crowdsourced support'.
Their voicemail service which texts you with a transcript of the call texts you even if the message left was empty (and they know it's empty because there's 'no transcript available'). So utterly annoying. If the message is empty, DON'T TEXT ME TO TELL ME.
When the plan ends end of this year and its cost doubles, we will likely be going elsewhere. It was interesting, and a LOT cheaper than T-Mobile, but in typical Google fashion leaves a whole lot to be desired.
Buyer beware.
GOOGL cust-svc is known to be worse than that of the Federal govt - set you expectations accordingly.
