Usually, this hovers around $649 - $669, and might include a free AIO Cooler and/or game. But this sale puts the savings in your pocket, and includes a free AIO Cooler too.
You may be correct that there is almost no perceivable difference between the standard 9950X and the 270k+. However, for users looking to take advantage of the extra L3 Cache provided by 3D V-Cache, the 9950X3D is superior.
Regarding 4K Gaming, based on my personal experience with my 9950X3D that I've owned since December 2025, the main benefit of running an X3D CPU at 4K is improving the 1% and 0.1% lows. A secondary benefit is boosting performance with FSR/DLSS.

2.) Knowing what CPU you're using helps determine the support you want from the motherboard. If you grab this, the quickest way to ensure optimal support is going with an X870E board.
Regarding your question, yes, there are plenty of decently priced motherboards. For the X870E range, I'd stick to sub-$400 boards. There is currently a $189.99 MSI X870E Gaming Max WiFi [newegg.com] board at Newegg, featuring a 64MB BIOS.
Once you decide on a budget, features and UEFI design should be your top priority.
Memory prices may or may not come down in price next year. If you want or need an upgrade sooner than later, this deal will save you $130 directly - which you can put towards a kit of RAM or other components.
As for whether the 9950X3D will be available at $569 during Zen 6's launch - don't count on it.
Based off the 7950X3D's history, that was silently discontinued before the 9950X3D released. With a best price of $450 - $465 during the summer preceding the 9950X3D's March 2025 release, the 7950X3D's sale price continually went up until it disappeared in February 2025. If Zen 6 X3D launches by September 2027, I'd expect Q4 this year to be when AMD silently discontinues the 9950X3D. If they leave any product in production until Zen 6 X3D, it'd be their more expensive 9950X3D2 - but I doubt it'd ever drop below the 9950X3D's $699 MSRP.
A new GPU is solid advice, but not everyone needs one. That said, if you need help figuring out which one to get, or if you even need one, feel free to PM me (with your system specs).
If you're on AM4 AND have 32GB of ram, just get the 5800x3d if you need an upgrade for gaming. I absolutely would not have upgraded away from my AM4 in Jan '26 if I could have just purchased a new x3d chip (5800x3d) at $300 5 months later.
Considering the mess created by AI, it might be very economical to wait. Don't let FOMO make you upgrade now if you can't even use it now.
