When you are in a sleeping bag the part that you are laying on is crushed and won't provide any warmth. Having something under you (most likely a sleeping pad) that is insulated will do a lot of work in keeping you warm. Beyond that, look at temperature ratings. Many will have a 0 or 10 or 30 or whatever prominently displayed. Usually, that is the warmth rating, not the comfort rating - meaning it will keep you alive at that temperature, but not necessarily comfortable. Most good ones will have a comfort rating. So the Mammut Siku Fiber sleeping bag that is on sale is rated for 0 degrees F, but has a comfort rating at 14 degrees F. Zero might be really miserable.
A down bag generally packs smaller and is lighter than synthetic, but if it gets wet, it may not keep you warm at all.
