Put another way, if you buy a second battery with this deal, it seems like overall it is a worse outcome than getting the deal with two batteries included?
These larger batteries are also good for those who will end up getting a snow blower, too...or even to complement the 2.5Ah batteries that seem to come with every small tool deal like string trimmers and chainsaws and leaf blowers.
In either case, you're getting the mower for "free" if you even value the batteries at $65/Ah, which is the going rate in my eyes. You can find 2.5Ah battery deals for $100, but either way, this is a great deal.
