If you bought a iphone 13 and used it on this iphone 12 line with unlimited talk/text. It would not unlock the iphone 13 because the year of service was for the iphone 12.
All you need to know moving forward. Make sure whatever device you want unlocked has 1 year of service paid for on the device you want unlocked. Connect it to wifi at the end of the year and it will automatically unlock. If you are paranoid, make sure it's active at the end of the year of service.

Also what you're pointing out is what a lot of people already recommend doing, which is to buy an old flagship instead of a modern midranger for the same price. The same year the IP12 was released, Samsung released the S20 which can also record 4k60.

I will say that the iPhones that I have purchased from TracFone all automatically unlocked perfectly reliably, and I've had to call with some Android devices. I didn't even open the boxes of the iPhone 13s I bought (activated via eSIM), and they were unlocked when opened 3 months later. This was obviously before the policy change though.
I have cheap phones too don't worry
