For trade-ins, Apple will accept phones that are locked to a specific service, as long as they're fully paid off and not blacklisted. But Apple won't accept phones where the owner did not disable the activation lock.
Edit: Update, tello works. It was a little sketchy, probably because I tried (and failed) checking out online several times. I could not replicate the 29.99 device price, the cricket reps said it should be 29.99 and comped out the $25 activation fee since they couldn't get the price down to the promo $29.99.
