Yes. You pay $20 up front because it's for prepaid service, you activate it once it's delivered, then you cancel the monthly service plan before you get another charge at the end of the bill cycle. The first $20 charge is non-refundable and it tells you as much when you're checking out. After one year the device will sim unlock or is eligible for sim unlock.

Edit: I ordered mine yesterday just a few minutes before their 3PM EST cutoff for same day shipping, and it is scheduled to arrive Wednesday via UPS two day express shipping out of Kentucky.

If we set this up in wifi only mode without initializing any of the Metro bloat, is there anyway to still get any OS updates?

You can manually flash any updates with odin. You have all the tools in samfw.com

Still waiting for mine to ship and arrive, but with the A9+, I activated it with a SIM card, and then changed the CSC with the SamFw tool, and it should get updates, have to look back to see which CSC I used, but when I initially bypassed the activation the first time, the tablet wouldn't get OTA updates.

No, it should let you get rid of anything extra installed once the CSC is switched, will have to test when I get the A11 and make sure it works the same way.

But assuming it works the same way, you pay for the first month and activate the phone, only issue is that the phone won't unlock for 365 days, probably can be used on T-Mobile based services though until then.

I ordered mine today early morning and it shipped just few mins back. Mine is arriving on Friday via UPS ground even though I chose 2 day shipping.

I would be wary of assuming that Metro-locked devices can still be used on T-mobile based services before 365 day locked period is up. Unless there are specific examples of T-Mobile or their MVNO pSIMs/eSIMs successfully working. No one should buy these with that assumption.

Ok, so I posted earlier about how trying to get a price adjustment was useless because I do not think they would refund the plan and if anything I think they just would give me a service credit which would have been useless. Actually I would have tried harder if I had more time in my month of service from the A37 deal but that expires on Wednesday. So it let me order a 2nd tablet with the promo. So basically I got one tablet for $50 + $20 that is already flashed to U1/XAA and I just ordered a 2nd one with this deal on same phone line with only 2 days of service left in my phone plan. Now its time to sell my unlocked A9+ to offset the cost. And of couse Ill have to open a ticket but I went through the site that is not retail which had sitewide $20 , now $15

Correct, that's the difference between a tablet and phone, having a phone SIM locked for a year is more limiting and not necessarily worthwhile, hence the warning for the phone...

In the past, Metro locked devices have worked with T-Mobile service (and often with other MVNOs based on T-Mobile as well), there should be more info in the previous threads, but hard to know until it's actually tested, but as mentioned, the tablet should work fine on WiFi until it's unlocked, so still worthwhile for most people either way.
