They try to get away with that saying it's "compatible" which is rubbish deceptive marketing.
A real Thunderbolt / USB4 Ethernet adapter would reduce latency/timing slightly by putting Ethernet directly on the PCIe bus. Which may be why they want you to think it's Thunderbolt-enabled.
Normally we're talking a millisecond or three. But if you have USB traffic congestion... oh boy.
