Pretty solid for the price. I'd be sold if it had a pci e for a small for factor GPU, like some lenovos do, but looks like there's multiple m.2 slots so oculink is still an option.

VGA port is blue. This is serial. Good for some good old tech labs or home labs

That's serial. VGA is female and 15 pins on a machine.

VGA out is blue and female if I am not mistaken. This is male and yes, does look like its a serial port. Apparently, per the HP documentation, the system comes with two configurable FLEX ports and odds are, the original corporation which leased these configured them with serial ports perhaps for some sort of device which still uses serial ports.

I will say that any of these mini pc refurbs I've bought was a lease return without the storage so it was replaced with a random no name SSD in its place. Still probably worth it but definitely no guarantee on what the quality level of storage components you'll get.

There is another seller in ebay sells it for $250. After 20% off, it s $200 plus tax. I ordered it but I cancelled it afterward.
(The seller is not truthful about fast shipping. I learned that from the feedback and my own experience. It promised 2 days shipping and the order was idle. Some feedback said idle for 4 days. That's why I could cancel it. )

Because I have extra 2 x 8G Desktop DDR4 RAM, extra sata and ssd 2.5 inch drives, I assume I could buy a cheap desktop to install those. This mini desktop does not use desktop DDR4 RAM, and it supports one 2.5 inch drive with other requirement. I will have to buy the cabby and cable to support a 2.5 inch drive.
Plus it uses display port for output. It means I will have in invest in display port cable.
All these costs will add up for a simple experience. I only wanted to test it. I don't have extra desk space for a permanent setup.
So, I finally gave up and I feel relaxed.

Good eye Merlin, it's a DB9 serial connection, probably 19.2 kbs data transfer.
