Mine seems to be missing the DLC/ Booster Pack, but the product description clearly stated that the DLC is included. Any ideas?

booster course is another level of DLC.

Deluxe has all Wii U DLC. The base Mario Kart 8 on Wii U had far fewer maps than Deluxe.

That's a bummer. I was under the impression that this came with the booster pack given that the description mentioned the included DLC.
