One person cranks the engine, the other gives a small squeeze on this a few inches away from the intake (just propane--no flame). Air and Fuel (Propane) goes in and if there is spark the engine will spin up. Then you can fine tune the gas flow by squeezing the handle more or less or clamping the handle and adjusting the valve if its a tank.
Instead of killing your battery/starter cranking over and over this will let you get it started with a few cranks and figure what else is going on.I started a vehicle that sat for years I was interested in due to its uniqueness, let it warm up off of the propane and eventually work off of its terrible gas, but once running on its own and I learned that it had a number of other issues: Blown head gasket, transmission was shot, smog pump seized, only 1 window regulator worked and AC compressor was bad. The owner pitched me a much lower price.
Disclaimer- Do at your own risk, and only a small propane release is needed. You do not need to dump the wide open valve into the engine, maybe an 1/16th to 1/8th of a handle squeeze is needed - If the torch makes the roaring noise its way too much.
