I picked up the 420 used for about $150 and it's been great for my needs. It doesn't support Dolby Vision, but I wasn't too concerned with that since I wanted the better upscaling in exchange since I still buy and own quite a few Blu-Rays. Plus my TV isn't OLED and doesn't upscale much if any.
The 450 supports dolby vision but doesn't have the same chip for HDR optimization or upscaling.
Key Specifications Compared
HDR Formats:
UB420: Supports HDR10 and HDR10+, but lacks Dolby Vision.
UB450: Supports HDR10, HDR10+, and Dolby Vision.
Video Processing & Upscaling:
UB420: Features Panasonic's HCX (Hollywood Cinema Experience) processor and an HDR Optimizer that tone-maps bright highlights for displays or projectors.
UB450: Lacks the dedicated HDR Optimizer feature and relies on your TV's built-in dynamic tone mapping.
Networking & Connectivity:
UB420: Includes built-in Wi-Fi.
UB450: Lacks built-in Wi-Fi (relies on a wired Ethernet connection for network features).
Audio & Outputs: Both models feature dual HDMI outputs (one for video, one for audio) to prevent compatibility issues with older soundbars or receivers, and both support high-resolution audio formats like FLAC, WAV, ALAC, and DSD.
Community Reviews
The deal is for 4K UHD movies, with standout value when the titles are ones that benefit from a proper 4K Blu ray setup. The strongest praise centers on the picture quality of discs like 2001 A Space Odyssey and Jaws, and the price can land a little over $8 per title when buying four. A proper player matters for full audio and video quality, since consoles do not handle 4K Blu ray as well and PS4 does not play it at all. Dolby Vision is a recurring limitation here, so the set fits best if your setup does not depend on it.

They are also used in their prior well regarded Oled displays.
Their current/new Oled displays use the new HCX II chipset.
Imo I would give up DV before those chipsets.
Especially since DV isn't/can't be manipulated(tone mapped), it's built in.
Display quality mainly dictates performance.
There is no standard to HDR tone mapping.
Should not be a surprise, it's a game console 1st.
Not to mention they do not offer Dolby Vision disc support.

Now just waiting for Alien and Blade Runner 2049 to go on sale so I can add them to my collection.
I would add/clarify Panasonic's HCX chipset(upscaling) & HDR Optimizer chip(tone mapping) are the chips used in their 820 & 9000 models.

DV vs HDR differences varies widely.
Mainly because DV transfers vary widely & can't be manipulated.
HDR is & there is no standard how.
Panasonic's Optimizer is probably the best at it.
Not to mention not every movie offers DV.
The "processing" in the 420/820 is the same in Panasonic's flagship Oled displays.
You can look at Samsung as an example to how crucial DV is(or isn't).
