We contacted the fosters and they said that she may need a few days to get used to her new surroundings, put her in a contained space so she can get used to that space, then introduce her to more space, and so on. They said she may miss being with other dogs/her brother. But this does not explain her not walking. I'm going to call a vet in the morning.
