That's his daughter, he is not a stranger or friend behaving inappropriately.
All families have different ways of doing things, some fathers won't do that because of how it can be construed, but others do because it is their child and well why shouldn't they? no one would look twice if it was the mother kissing their son/daughter on the lips would they? so why can't the father it's just as much their child and they have just as much right to display their affection for that child.
