If I participate in secret santa do I send someone presents that I got from great deals or just buy whatever I want to give them based on what I think they might like? And how would I know what that person might like?

Don't worry about it. You cannot participate anyways since you need to have either 10,000 posts, 500 reps or been here for 5 years.

People have done both. Some people filled a box full of freebies/almost freebie things (but nice stuff not like "Hey I got a free packet of ketchup from Wendy's, lol) and others went off of the questionnaire people filled out. Biggest piece of advice I have is to fill out that questionnaire well. Don't just say "Whatever is fine" because the person buying for them has NO idea. Throw them a crumb..at least say a book you'd like or something you collect to give them something to go off of.
