Of course it shouldn't be illegal, and it boggles my mind that any reasonable person could think otherwise. One of the very core tenets of our freedom is the freedom to criticize the government.
Not to mention it's one of the approved methods of retiring a flag.

I personally think people have the right to do a lot of things, like wearing or burning flags, but those that exercise those rights are generally jerkoffs. Mad I mean yeah, a plain tee shirt with a little USA flag on it isn't meant to be a dick. But bikinis, that's pushing it.
