Apparently it's against the law in VA for an insurance company to cover groundwater damage. Defined as "water that has already hit the ground." And flood insurance wouldn't have kicked in (were it even available to purchase where I live, which it isn't) unless/until at least 2-3 other homes were similarly damaged.
In other words, there is no insurance I could've bought that would've covered this:
That is the stairwell down to my basement door. The water is up over the deadbolt. There are approximately 5 steps of normal depth under all that water. That's what I came home to yesterday afternoon.
Sigh. This is gonna be expensive...

you've had issues before with heavy rains, haven't you? Just not as severe?
