just like with a lot of HR issues, this one falls into "yeah, a subset of the population probably deserves this, but implementation wouldn't be worth it because the probability of abuse is too high." in a perfect world, should everyone be able to add dependents on their insurance without checks, just take vacation when they need to, and wear whatever they want to work? obviously. but most businesses can't do that because people will abuse the freedom, just like many women would abuse this.
ddubb also brings up an interesting point: regardless of the reason, should someone who could potentially require several days off every month expect to be paid the same as someone who works every day? i personally don't think so. it's one thing when someone has acute IBS, chronic kidney stones, or someone else that comes at unknown intervals, but when it's almost guaranteed to happen every month, i think that deserves consideration when determining compensation.
of course, i'm a healthy male, so that colors my views.
