As OP notes, HD allows customers to use some in-store terminals in some regions for researching website orders, but unfortunately not to search store stock. Might get away with it, but very risky and YMMV

If your store has a barebones computer (or dumbed down kiosk) that only has an internet browser (and the computer is hooked into the HD Store Network) type in:
h t t p://isp.stXXXX.homedepot.com/com/homedepot/mm/sv/inq/en_US/PriceCheckTool.html

The address is case sensitive, and you can replace the XXXX with the store number you want to set as local. Unfortunately, it doesn't work on a cell or tablet that is simply connected to HD's WiFi.

HD Clearance Searching Tips:

1)
If you go to the in store terminals to check local inventory, type in a keyword such as husky, ridgid, etc. They will sort by lowest price first which is penny items. I just scored a couple penny items doing that. (originally posted byposted by uinscript)
NOTE - Some penny items will show up in store inventory, but the majority of clearance items that are a penny WILL NOT.

sometimes when clicking on a reference HD website link for a clearance item, you will see the full retail price plus a link to show inventory for "nearby stores". Most of the time it will result in a message indicating: "not found in nearby stores". NEVER TRUST THAT INFORMATION. Multiple times in my experience, there are still clearance items in-store, even when the HD website says no inventory anywhere near you. For example for the power strips listed in the OP, the HD website for my zip code results in "not found in nearby stores". But the store nearest me clearly had 4 units on the clearance desk and 2 more units in the normal electrical area.



FAQ

Can I check inventory of a clearance item from home?
No. To check inventory you must go in store and use the kiosk or ask an associate. Make sure to have the SKU handy. The kiosk will check the store you're in and five locations near it.

Can I purchase Item at a higher price, and do a return/rebuy at a later date to get the discounted price?
Yes you can! Beware though, you cannot do a return/rebuy if the item has fallen to the $0.01 level. HD will process your return, but they will not sell it back to you for $0.01. So take note of the dropping discount price and do your return/rebuy ASAP once it drops to the $xx.03 level. (or $xx.02)

What's the order a clearance item follows so I can spot items on their way to $0.01 clearance?
Prices end in xx.x6, then xx.x3 then $0.01. $xx.x2 is only for certain items and is in lieu of the xx.x3 level.

There are dates on the tags which will allow you to spot an item that is a penny fairly accurately. Anything dated on before 11/12 in lighting or plumbing should be $0.01 now because it's been 5/6 months. Amount of time to $0.01 appears to vary by department. Also, some 9/14-9/18 dated faucets are an exclusion and are stuck at first level clearance pricing.

Can I purchase an item from HD.com and do a return/rebuy at the B&M store to get that B&M store's discounted price?
No, that normally does not work even for "ship to store" purchases. Online purchase returns are shipped back to HD warehouse or wherever it came from. Those returns do not become part of the HD B&M store inventory.

What does "Item not found" mean?
"Item not found" is what happens when an item should have been given a green tag but wasn't. Usually this is a special order or an online return.
