A India based company named Ringing Bells introduces the Worlds cheapest smartphone Freedom 251 [freedom251.com] for $4(251 Indian Rupees) as part of "Make in India" Initiative. Would you buy a $4 smartphone ?

There's a whole reddit devoted to this phone. Long story short, either the company is scamming you or the phone will only be $4 in India, more to ship over seas.

The site was stoned yesterday when it opened for pre-order. With tremendous interest in the phone, order confirmation stated the phone would take up to 4 months to deliver and they charge Rs. 40(70¢) shipping inside India.

Well that's the SALE price, that doesn't mean that's what it COSTS to make. IOW it may be selling at a loss for some reason.

You are correct. Govt. of India is promoting an initiative called "Make in India [wikipedia.org]" which encourages businesses to manufacture in India instead of importing from China/abroad. The company "Ringing Bells" that released the mobile is part of the "Make in India" Initiative and Govt. should probably be subsidizing the phone via Tax breaks and subsidy. The main purpose of this phone is to reach Farmers with dedicated apps on agriculture.

And it is backed by Govt. of India so it is not a scam but as with all Govt. backed schemes it may take a hell lot of time to deliver the phones.(Currently shipping estimate stands at 4 months)

coming from someone who supports a decent-sized IT shop, i can say from personal experience that, while a very recent registration is a flag, it can also be an indication that nobody told the sysadmin to buy the domain until a week before launch/announcement.
