Warren Buffet owns large shares of both Costco and Visa.
Since the card auto renews the dependent membership, would I have to call citi or costco to stop the auto renew (and therefore disable the card).

That is correct. Once you cancel/end the membership, the card is canceled as well.
Wells Fargo Amex propel card has 3pc back on restaurants and gas and it's no fee

Well that's nice but too bad you can't use Amex cards at Costco. This card is good only if you have a membership AT COSTCO. If you don't shop at Costco then yeah, this card is useless but if you do, this card is excellent with your membership with no extra cost.
I don't think that should be a problem.. you can still use visa for payments at Costco
