I'm sure citi fought hard in the bidding process to beat Amex to get the Costco account. Part of the terms were probably to offer better benefits for the customer....

I have the AmEx Blue Cash Preferred, which is 3% gas. I also have the Citi Double Cash (Mastercard), which is 2% on everything. I also have a Chase Freedom (Visa), which is 1% on everything.
So in comparison, the Citi Costco is only 1% more on gas (4% Citi Costco vs. 3% AmEx Preferred), 1% more on restaurants (3% Citi Costco vs. 2% Citi Double Cash), and 1% more on Costco (2% Citi Costco vs. 1% Chase Freedom or any other Visa that is now accepted at Costco).
1% gas, 1% Costco, 1% restaurants? Probably not worth opening another card. Maybe good for some, but not if you already have a credit card arsenal. I will give them credit, though, as it is still an upgrade, however slight.
For existing Costco AmEx cardholders, there will be no application--your card will automatically be migrated to Citi Visa and there will be no credit pull either.

US Bank Cash+ offers 5% on fastfood restaurants (you have to choose fastfood restaurants as one of your 5% category). Then Discover and Freedom usually make restaurants as their 5% cashback category in one quarter an year.
You must be wondering how Citi can give higher benefits than Amex? Well it's call outsourcing. I have been loyal member of Citi and everytime I call a customer service some guy in India is on the other side. Citi is mostly Indian.
So you believe AMEX doesn't outsource their call centers?
I don't think so, 3% is pretty high on restaurants, and 4% on gas. The cards with rotating categories will beat these for 1/4 of the year, for example Freedom offers 5% on gas right now until April 1, but I don't think there's a 4% yearly gas card for no fee.

Bank of America Cash rewards gives 3% cash back for gas rewards. And if you have a Platinum or Platinum Honors account with them you get 150% or 175% bonus on cash back, essentially increasing the 3% to 4.5% or 5.25% cash back year round.

I'm pretty sure my Citi Forward got dropped to 1 TYP for every $1 spent. Was this not applied to everyone's Forward card?

Citi Forward that I have been using since forever is always 5% on all restaurants with no annual fee.

Of course they are, why else would they be doing this? The card's fee free, but money they'll make on the interest/balances.
