Your first question: you'll need an extra item in your order for each RR you use (or you can try giving the RRs 1st, before any MQs if you are careful enough to work out all the math in your head before hand; I'm just too lazy to do that.)
Second question: yes, lots of peeps have been doing that.
If you've got the $1 RRs from last week, do a Robitussin deal and use 3 $1 RRs to take your OOP to almost zero. It would looks like this:
3 Robi = $11.97
3 votive candles (for example) = $.51 (after the store Q)
= $12.48
- 3 $3 MQs
- 3 $1 RRs
= $.48 + tax.
You get a $10 RR.
You could then take that RR and used it to buy your cleaning supplies on the next order. Again, you'll need 1 votive candle (or anything) or to hand it over before all other MQs.
I'm stocking up on HP ink with some of my RRs. So say I buy an ink cartridge and want to use 2 RRs to pay for it. I need to add another small item so the register will accept the 2nd RR. Hope that makes sense.
This Robitussin is one of the easiest deals yet, since the IPQs are unlimited. Check the Robitussin thread wiki for a list of UPCs that work for sure. There are a few bottles reported that don't work.
I also got PUR Flavor Options Kits today, regular $29.99. They were clearanced for $7.49 and I had the $5 MQ from 7/6 P&G, so $2.49 each! Next store I went they were still $29.99, WAGS clearance is strange.

The register WILL let you use RRs to buy GC; the fine print on them forbids it. So it's totally up to the cashiers. No one has ever told me no. But then I always combine then with other stuff, so I think it's not so noticeable.

Today, one of my favorite cashiers told me that she read the fine prints and can't allow me to buy GCs. She didn't get in trouble, but didn't want to take the risk. She was very nice about it, so I thank her for letting me know.
I went to the next cashier, who also read the fine prints after order and said that she wasn't supposed to take RRs for GCs. Then, she said the machine took the RRs, so I'm fine. It's totally YMMV on using your RRs to get GCs.
