My thoughts are this. I've watched this website awhile and very rarely do I see a deal that I feel won't be beat. Whether it's a TV deal, computer deal etc... The deals just come in cycles. I think deals like this will be much the same.
On comparing the two. I got my Pavillion for 583 post tax. It was a 1050 2gb I5 cpu. 17inch Screen with a DVD drive (which I wanted).
This will have an I7 and a 1050TI 4GB for roughly 742 dollars post tax with no Windows - 60 for free mouse and Amex card, so let's say $682 post tax. Basically 100 dollar difference since I got the 17inch and a $120 difference if you got the 15inch. Lastly, $180 difference if you want windows. I'll use the 15inch since it's more of a direct comparison.
At $120 price increase, if you don't mind Linux or can get windows for free, you're getting 10% improvement with the I7 cpu, and from what I've read about a 30% improvement with the 1050TI 4gb. I can see that being worth it.
At 180 dollars, (you get windows from them). Not worth, in my opinion. I'd probably wait for a 1060 deal or stick with the Pavillion.
What I will do. I personally will save my money and just keep my current laptop for 583 (I don't want to look for a copy of windows, and I don't want to deal with an amex card, since I have no idea how they work). Also, from what I read the Pavillion will have good build quality and will do what I want. Play current gen games, and hopefully last me 3-4 years. It's like adding ram when I don't need ram, the computer I have does what I want it to do. I'm not going to spend 120 dollars to make it do more. What do they call that in Magic The Gathering, more win. I don't need more win.

Got the i5 quad 7th gen with 1tb and the 1050 2gb and 8gb ddr4 for 606.
With the amex card and taking windows off this seem superslick
I would configure this computer with the 16GB RAM, 128GB Intel NVMe M.2 drive, 1TB 7200 RPM HDD and you come out to $909. I think that setup is worth the extra $37. You are getting a way faster boot drive and a ton more storage for your $37. Remember to grab the free gift card and mouse and pad. You can always remove the OS and save $60 to get down to $849 with this setup. I love that CyberPowerPC lets you easily pull off the OS and save that money.

That being said this would be more of a gaming laptop so I'd like decent life but not expecting anything amazing.
