REGULAR PRICE IS $4.99 = A GOOD PRICE FOR DECENT TRASH BAGS.
Currently on sale for $3.99 which makes it an excellent deal at under $0.05 a bag....

Not sure how to be more clear than the OP: it's on sale quite often for $4.49, often enough that I've never paid $4.99
"Regular price" is $4.99 and beats most "on sale" prices (per bag) out there...
