I've exchanged at Target before w/o receipt but this may vary between stores so YMMV. Not sure if there are exclusions on certain types of products.

Yes, you can. Last summer we watched some guy return three (clearly shoplifted) $30+ razors without a receipt at Target and the cashier didn't even bat an eye.

Yea, that would still be fraudulent intent. If you return it to Dell, then it would not. Walmart does not exist to convert your purchases from somewhere else into money for you.
