Put a sign on the lid. As a delivery person, if there is no sign, I will not just randomly open someone deck box and put a package in there. Hope that helps!
FYI - Amazon reviews say instructions note that it's not rain resistant and do not put in direct sun.

HD website says tested for UV for 1000 hours, which is only a couple months in the summer.

Spray it with UV protectant.

I am not a chemist, but I don't think that will work.

UV resistance comes from the chemical makeup of the plastic (Plastic is a generic term, and there are thousands of different "plastics"). Many plastics are not porous at all, so a spray won't get inside it and would just be a coating. That would probably wash off very easily.

Some softer plastics, like vinyl, might benefit from it, but probably not this hard plastic.

Maybe if you sprayed it on continuously, like monthly, it could work. But I don't think anyone wants to do that. It's a lot of labor, additional cost, and would most likely leave an annoying residue. At that point, I would just by a SunCast product for more money.

Anyway, I have no experience with this product, but maybe someone who has had one for a few years can chime in to see if they are OK.

It looks like it can accommodate a lock. In one of the pictures it shows a tiny lock. so maybe the real answer is... no šŸ˜†

It will work. They paint PVC to make it UV resistant for pool installs.

Picked one up for my deliveries at my house. I used to work as a higher manager for Amazon and over 80% of deliveries from Amazon will fit in the 17x21x22 box. Make sure you add delivery details where the box is when you check out and putting a sign on the box helps as well.

Don't store things without protection like cushions etc, or they will rot/eaten/nests for bugs. They are not bug proof/airtight and they get wet/humid/moist over time, even then doesn't have best air circulation. These are OK for stuff like towels by the exit to pool deck (in protected area) or if you have random pool stuff you want to store like pool noodles, sunscreen, toys, maybe pool equipment like shocks, chlorine, etc (but check if they are OK in the heat) or garden tools, fertilizer, hoses, that type of stuff. Having said that 31 gallon sounds good to me.

I wish the garbage cans were on sale too.
