If you wear a smaller size then what is sold doesn't that mean they run a half size large?
Make no mistake, SA shoes were the 'hood style of choice (not so much quality) back in the 80s and early 90s. They are poor quality now and will start to unravel months into ownership. Buyer beware.
Price doesn't always equate to quality unless you are a sucker

They also make non peacock shoes.
It's hypocritical since most of my shoes are made from cow, but it seems wrong to make shoes from peacocks.

Is this a good quality Oxford shoe?
The short answer is that they're okay. At this sale price you're probably getting slightly more than you pay for. If you're willing to drop money though Allen Edmonds are basically the way to go. (I personally advise against Beckett Simonon. I got boots from them and HATE them. But didn't realize the fit was awful until I'd worn them a few times.)

You can usually get Kenneth Cole or Johnston Murphy shoes for not much more money. I got myself a pair of Kenneth Cole Futurepod wingtip shoes at Ross for $25 and the leather seems to be of decent quality. A lot of Stacy Adams and Nunn Bush shoes they now sell at JC Penney, Macy's and Kohl's are just made with synthetic leather. So if these wingtip shoes say "leather" at the very least are corrected grain shoes.
These SA shoes are not Goodyear Welt nor Blake Stitching, they aren't stitched nor use any type of stitches or nails. The sole is usually rubber that's glued and the "leather" may be leather uppers with "man made" materials or some sort of pleather. I have had KC shoes but they also fail to be quality despite their pricing [kennethcole.com]. Two brands at a price point a little higher than KCs, Thursday [thursdayboots.com] and Beckett Simonon [beckettsimonon.com] - they are fashionable, quality and could last longer with some care.

I just got mine - awfully nice for $36 - just saying...
There does seem to be stitching on the bottom - I don't know if I'd ever resole them, though.

I always associate Nordstrom with rockport shoes. A shoe that will probably last 10 years of abuse. I doubt these shoes are anything like those. But these also aren't 100$+ either
Rockports used to be good quality. Now they sell a lot of junk.

I used to find these at Burlington sometimes around this price. They're good looking shoes and were very comfortable for my flat/wide feet. I usually got 6 to 9 months of heavy use with them before they started showing wear.

I wouldn't hesitate to buy another pair for this price. My feet did get hot in them though.
