If a coupon is good through a certain date does it work on that date?

Using the coupon in any way that goes against the wording is illegal, period. You are personally committing fraud which is punishable by law. There are some states (from 3 months to indefinite) and military (up to 6 months) where that does not apply, but if your location does not follow those laws then yes it is breaking the law. A cashier is pushed pushed pushed to get customers out ASAP. It's not that they don't care or are willing to take an expired coupon, they are trying to keep their job by getting you out the door asap. Most registers are not set up to read the coding for expiration dates and the cashiers are told to hurry you through. In many locations the drawer is counted and coupons verified at the end of the shift. If expired coupons are taken in, it comes out of their pay and/or they get written up. No matter what the clearing time is through the clearinghouse, it's what happens at store level that matters. If your coupon is expired send it on to someone who can use it legally as expired or throw it out.
Coupon fraud hurts us all, there isn't a "gray area". I have been couponing and rebating for over 25 years now. Coupons used to never expire, they used to be for great amounts, and rebates were plentiful and easy to come by. Fraud, especially since the time of the internet, has created major changes in couponing/rebating (and not for the better). If everyone makes their own rules about what is "ok" it goes downhill fast.
