Awesome, I'll give it a shot. Worst case maybe they can match their website pricing for me.. thank you for the suggestion, why didn't it even cross my mind to try TMo themselves?

What some people, myself included, have been able to accomplish is to change their existing prepaid service (from either PAYG or Monthly 4G) to this plan. It seems like when one is lucky enough to get a helpful CSR, the 'limitation' imposed by the plan ("new activation only") appears no longer relevant.

Once I get out and start driving and when the signal drop to 2G, all my VOIP does not work. Thare are no data roaming on prepaid plan but slow 2G does work on the Navigator.
If you want the best VoIP quality over 3g, no app can beat setting up your own asterisk server and use G729 codec. Not to mention, it's free.
