If your phone supports T-Mobile's 1700 MHz band and you are within the strong area inside the city, you should be getting much better speeds. It looks like the area around Tulsa, OK has a lot of 2G only towers (assuming your profile is accurate). The speeds you are getting are representative of a 2G only tower.
P.S. T-Mobile building penetration is fairly poor, so retry the test outdoors to see if it makes any difference. If you are in very weak 3G signal, the phone might automatically fallback to 2G connection to get stronger signal.

Choose Galaxy S4, 4GB data on mobile share, with unlimited talk & text.
$110/month not including taxes.
Sure you get unlimited minutes with that too, but it's not worth $80/month.
And I say I also get an additional 1GB of high-speed data, and anything after that is just throttled. I do the same on Verizon and it's an additional $15/GB.
So bump that up to $125/month if I wanted to fully use my 5GB of data. (or $120/month if I changed it to the 6GB plan I suppose. Still ridiculous).
