Yes, I discussed with support just to verify. You need to have $100 and the delux is $99.99. I just rented a movie. You can rent cheap $1 movies if you don't want to spend a few extra bucks.

Does the $100 have to be on 1 transaction?

Also the deal says you have to "spend $100 with PSN wallet" so if I were to get destiny 2 for $99.99 plus tax would that technically count as spending the $100 with PSN wallet?

It's the total sum spent during the promotional period.
It has to be >/= $100 before tax for the promo to apply, so $99.99 wouldn't be enough. Just add some theme or movie that costs a $1 to your list and you're golden.
