The E4 is the most intriguing phone on the list. It just launched as a successor to the Moto E 2nd gen that was widely available a few years back and was a pretty solid phone considering how cheap it was. The 3rd gen never hit the US market as far as I know.

Rumors are the E4 will be available 6/22 and be sold by Verizon, MetroPCS, and Sprint at $130 MSRP. Amazon will also carry it later this summer with a Prime discount (probably the usual $50) and lockscreen ads.

Besides the $100 Prime required G4 Play, this phone would be the cheapest option of the bunch if it actually passes eligibility and you can get your hands on it by 6/30. The specs are comparable to the G4 Play and it's newer with Nougat installed. Would be even slicker if Sprint extends the promo and you buy the Prime one when it comes out for $80.

Any other strategies to get the cheapest phone possible for this deal?

The easy way is root your phone and enable wifi hotspot. I had been using unlimited hotspot from Sprint for the past 15 years.

This is where the assumption is made that it will come today...directly from the purchase email.

We'll ship your SIM card(s) overnight so that you can get going as soon as possible. If you ordered by 2 p.m. ET Mon-Fri, you'll get it the next business day.
in that case you can legitimately complain to them.

Did you get the Consumer Cellular Moto G4? If so, that's why it wouldn't activate with Sprint. That one isn't unlocked unfortunately.

You'd need to buy the regular non-Consumer Cellular unlocked model or the Amazon model w/ ads if you have Prime; those are made to work on Sprint (and Verizon, T-Mobile, AT&T, etc). If you still can, return the Consumer Cellular model to Target. Just picked up an incompatible model model is all. People have reported not being able to use that one on anything but Consumer.
According to this post if you remove the sim first before powering up, it won't lock it to CC.

https://slickdeals.net/forums/showpost.php?p=100655864&postcount=82

How anyone else tried the Target Consumer Cellular G4 Play and been able to successfully activate it?? Is there any unlock code off ebay we can buy to get it to work?

Hey Where would I be able to see that information in my account? When I was activating, the rep said it is 5$ with auto pay. Even though I told her on the sprint website, it should be 5$ off with autopay. Did she do it wrong?

Received my SIM and was able to order the free year of service online following the directions.

Now I am waiting for my number to port out from the old service and activating the new service.

This is with Republic Wireless using an unlocked Moto G5+

Yeah, I can personally confirm the Moto G4 Play from Consumer Cellular is (mostly) unlocked out of the box for most services. I got it from that same deal. I did have to get an unlock code off ebay from a link in that deal ($2 and some change) to use my FreedomPop LTE SIM. Only network I heard it doesn't work for is Sprint. I can't confirm but I think if you want to use it on Verizon, the SIM has to already be activated and you can just drop it in and go (I did this with success). What I'm not sure of is if you can activate a fresh never-activated Verizon SIM on the phone or if Verizon won't activate new SIMs on it for you, maybe somebody knows. But it is fully compatible with an activated Verizon SIM I do know. Sprint is a no go supposedly, but I don't have any active SIMs from them to test. I'm now using the Consumer G4 Play with the Republic Wireless six month deal, which runs off T-Mobile, with no issues.

I could be wrong, but I think that SlowJim might of been saying they bought the Consumer Cellular Moto G4 from Target (the one with 5.5" 1080p screen and Snapdragon 617, instead of the G4 Play with 5" 720p screen and Snapdragon 410); which I've heard people say they haven't had luck unlocking. I might use a Nexus 6 or Moto X Pure I have sitting around for this deal and port out the 2nd line from Verizon I was thinking of closing anyway.

Just switched using the promo. Sprint can't even get 4G LTE at my home while T-mobile can. Currently getting 2 Mbps with Sprint while T-mobile gave me 20 Mbps. It almost makes me think that this plan is throttled or something. Hopefully that's not the case.
