Update on this - I am now magically able to add Wifi calling to my iPhones. I did put a ticket in with tech support, so maybe they changed something on my account.

yes we unlocked it... but agent is asking their customer care number to verify account number....
i am saying i already verified that it is same but not accepting it.... now she is talking to supervisor to ask how to proceed....
