He was either lying, was quoting taxes only, or price for 1 line.
Sprint admin fee for each line is $1.99 and the regulatory fee is $0.40 each line and is fixed regardless of zip code.
So lowest bill with Zero taxes is $2.39 per line.
That being said, Clar could look into trying different zip code to avoid Montgomery County Utility Tax($7-2lines)

I don't think this works. A lot of carriers block usage of a prepaid card for payment because they have a set fund. They don't want something to decline 2 to 3 months down the line

Makes a lot of sense to extend the free service up through 1/31/19 to cover the holiday months. If you sign up now, you are good for 15 months. That's insane.
