My current phone is not eligible for the offer. Can I buy any t-mobile/at&t/verizon s8 or does it have to be compatible with my current carrier(verizon)?

You can buy any U.S. S8 or S9 since brand switching will allow you to switch it from any brand to any other brand by inserting a sim (once it is paid off and unlocked by the branding carrier).

The phone does not have to be active to be activated. (The number obviously does have to be active).

(However any S8 or S9 can equally be activated on Verizon anyway for that matter once paid off and unlocked by the branding carrier).

Yes you can.

Sprint will unlock it after 50 days on Sprint.

(However some for sale on EBay obviously could perhaps be locked to a prepaid carrier or stolen or not paid off.....).

Check for deals here on SlickDeals too - some offers have been coming close to that price anyway for brand new models.

I am not sure about S8.... Special version of the Galaxy S9 and S9+ (bought directly from Samsung) is compatible with the Sprint network. Mine is at&t Unlocked S9+ and its not compatible with sprint.

I bought a carrier unlocked Pixel 2 on eBay and was able to switch over to take advantage of the deal. I was on Verizon before with a Galaxy S7, which that did not qualify.

You are posting misinformation or more exactly out-of-date information. S9 became eligible only a couple of months ago when Samsung released the brand-switching update for that phone..

Just apply all updates and it will pass the checker.

In those cases in which the list does not mention carriers, yes.

But it is not in any doubt anyway. Numerous posters here have already had success activating all brand S8's and S9's.

In cases in which there were problems initially, they did not have on the latest updates. Once they applied them. the phones went on fine.
