Correct. Norton went this route after being like Kaspersky and then suddenly one day deciding people were getting "too many rebates" and started rejecting them. Naturally, that pissed off a lot of people, so the $250/year is the new stated policy.

I have a question and you seem to be up with how Norton rebates work.
Between Staples, Newegg and Frys, I have filed 190.00 in Norton rebates so I would qualify for this.
I am going to go ahead and assume, that since I got paid from Frys for the Deluxe 3 user and Deluxe 5 user that both came with update rebates, that I would also qualify for the Premium 10 user rebate. You think that's safe to assume? That would put me at 250.00 for the year.
I did a search by my name, email and phone # on Norton rebate website and it confirms I have 170.00 in rebates there (frys and NE). I also did a 20.00 Norton rebate at Staples in May (not yet listed) so that confirms the 190.00 total for this year.
ETA: Norton Rebate center confirmed that I had 190.00 in rebates so far so I'm good to go for this 60.00 rebate. They go by how many rebates were approved in the calendar year. So if you made a purchase in late 2016 that didn't get approved until January 2017, that counts toward your 2017 limit and not 2016 limit.
