i used to think mlc or bust too but tlc has advanced a lot since, as other posters have mentioned.

Yeah well, everyone in China pretty much has had a smart phone or two in the recent years. I'm sure that they have been selling their surplus to other countries at low cost, such as india, indonesia, and philipines.
But the higher memory phones, and devices are aimed at china, usa, and wealthy western nations. The rest of them get chopped up fab pieces, from the larger in 8-16gb configurations.
Perhaps the manufactureres dont wish to build new facilities, as they are extremely expensive to build.
It would be interesting to find out one day that the chinese were using half of the ssd supply for fast catching on their data servers, for monitoring their citizens. Oh wait....
