Walmart via Google Express has $35 eShop gift card (Nintendo Switch) for $28 +tax when you follow the instructions below. Shipping is free. Thanks cheepass
Instructions:
Download/install Google Express App (iOS or Android)
In the app, search for "Nintendo eShop gift card" and add the one of $35 value sold by Walmart to your cart.
Apply promo code
APP20OFF during checkout (more info)
Price will be $28 +tax with Free Shipping
Note: You must check out with the Google Express App in order to apply and use the promo code.

If you try to do this with a different denomination gift card it says something like "this promo code isn't valid for gift cards"
Looks like this $35 gift card is not categorized correctly as a gift card, hence the promo code works and hence tax is charged.
EDIT: They do charge tax on the other Nintendo gift cards, so I guess I'm wrong!

I always thought there was no tax on the card because you get charged tax when purchasing a game. This seems like double tax.
