Hey. What item are you trying to buy? I'm not sure why you are not able to add to cart. Maybe it has something to do with the link. Just go to target's website directly, sign into your account and type in Lego in the search field. Then choose the sale category on left hand side and see if that makes any difference. Goodluck.

Didn't work for me either with the "quick add" or whatever. I had to actually click on the product, and then add to cart from there. Also used a desktop, not mobile.

what is the deciding factor?

The age rating is determined by if a child that age can possibly put the set together with minimal help from an adult. Even then, my 38 year old husband still has to have me come and check his build occasionally because he missed a step. The age ratings are a suggestion. You know your kid(or spouse) best, so go from there.
